Increase version to allow new build artifacts to be uploaded to PyPi

- Add automatic priority management so activated networks will connect (fix ambiguity bug)
- Remove explicit priority specification on network creation
- Fix parsing bug that would cause connection data retrieval to fail for network
- Make NETNAME parameter optional in CLI arguments

Rebuilt library to work on top of wpa_supplicant.conf and wpa_cli instead of interfaces.d and ifup ifdown. Now Compatibile with newer versions of Raspbian
